Licensing is the process of certifying the competencies and capabilities of energy efficiency service providers by a trusted entity. The Saudi Center for Energy Efficiency (SEEC) is responsible for conducting the licensing process through the Energy Efficiency Service Provider Licensing Committee for service providers that carry out activities related to energy efficiency projects in the Kingdom of Saudi Arabia.

The licensing system aims to:

  •  Ensure the work quality of service providers and their capabilities to provide reliable performance that meets international standards of conduct.
  • Provide reference and guidance to the wide base of clientele that plan to acquire energy efficiency services both in the buildings and industrial sectors.
  • Develop national expertise among energy professionals in this specific business field.

License types

The Saudi Energy Efficiency Center (SEEC) is the entity responsible for the licensing process for service providers who carry out energy efficiency-related activities in the building and industrial sectors. As the activities cover different sections, SEEC has identified three types of service providers, with each license type based on:

- Applicant’s experience and projects

- Human Capabilities

- Technical Capabilities

The applicant can apply for a full or provisional license based on the applicant's experience.

The Saudi Energy Efficiency Center has defined three types of licenses: 

Energy Audit Service Provider:

A license offered to companies that perform energy audits and identify operational and equipment improvements to buildings that will save energy and reduce energy costs.

In addition to performing energy audits, companies under the license can act as an independent third-party Measurement and Verification (M&V) in contracts using the Energy Savings Performance Contract, and the role of M&V is to ensure the credibility and transparency of the energy savings calculations in such projects.

Provisional license fee

Duration:

One year 

This license is required if the company engages in one of the following commercial activities: 

- Data auditing and building audits.

- Measurement and energy verification services 

Energy Efficiency Service Provider:

A company specialized in providing energy efficiency services and technologies for buildings including financing, design, implementation and management of projects while providing financial guarantees for its services, and saving energy performance is an essential part of the business of these companies in the field of energy efficiency services.

Full license fee:

Duration:

3 years 

Provisional license fee:

6000 SAR

Duration:

One year

This license is required if the company engages in one of the following business activities: 

- Providing engineering design services for energy efficiency solutions.

- Managing energy efficiency projects. 

 Note: The Energy Efficiency Service Provider license inherently includes the Energy Audit Service Provider license.

Energy Audit Service Provider for Industrial Facilities: 

This license grants service providers the authority to work in the field of energy auditing of industrial facilities by verifying the energy consumption data of existing facilities and identifying energy saving opportunities, in addition to conducting cost analysis of proposed solutions, and verifying the engineering design of the new facility during the design phase to ensure that energy efficiency standards are achieved before the facility is built.

This license is required if the company engages in one of the following business activities:

- Providing energy design review services

- Data review and energy audit of industrial facilities 


Process of submitting and reviewing license applications:

1- The applicant must fill out the registration form and the application form through the licensing portal.

2- Initial review of the application by the center to ensure its completeness

3- Payment of the fee.

4- Verify that the applicant is qualified according to the licensing requirements mentioned in Article 4, and the Center may take any appropriate action to verify the validity of the submitted data if necessary.

5- Presenting the application to the License Committee to vote on any of the following:

a. Accept the application - where the Committee decides to accept the application and the Center issues the license certificate.

B- Rejecting the application - where the committee decides to reject the application and then the center informs the applicant of this, provided that the decision is reasoned.
