Use of the Licensing Portal
This electronic portal of the Saudi Energy Efficiency Center
(SEEC) in the Kingdom of Saudi Arabia is available for personal use only. Your
access to and use of this portal is subject to these Terms of Use and the laws
of the Kingdom of Saudi Arabia. Your access and use of this portal constitute
unconditional acceptance of these Terms of Use, whether you are a registered
user or not. This acceptance applies from the first time you use the portal.
The use of the portal is governed by several terms and
conditions which are subject to continuous updates and changes as needed. Any
amendment or update to these terms becomes effective immediately upon approval
by the portal management. You are required to regularly review the Terms of Use
and Disclaimer to stay informed of any changes. Continued use of the portal
implies your full acceptance of any modifications made. These terms also
include intellectual property rights, and the portal management is not obligated
to announce any updates made to the terms.
Restrictions on Use
By using the SEEC electronic portal, you agree not to:

or upload files containing software, materials, data, or other information
that you do not own or have a license for.

the portal in any way to send commercial or unsolicited emails, or engage
in any misuse of the portal.
- Upload
or provide files containing viruses or corrupted data.

Islamic teachings or public morals, or any illegal materials via the SEEC
portal.
- Participate
in illegal activities through the portal within the Kingdom of Saudi
Arabia.
- Advertise
any product or service through the portal in a manner that violates any
applicable laws or regulations.
- Use
any means, software, or procedures to intercept or disrupt the normal
operation of the portal.
- Perform
any action that imposes an unreasonable or excessive load on the portal’s
infrastructure.
Links to Our Portal
Use of links to the SEEC electronic portal is permitted only
under the following conditions:
- Copying,
transferring, or creating any private electronic links to the portal or
displaying any of its contents in frames is prohibited, except as
described.
- Links
to the portal may be placed on other sites whose goals and general
direction do not conflict with the aims, policies, and frameworks of the
Ministry of Labor and Social Development’s electronic portals.
- The
portal is not in any way affiliated with or responsible for trademarks,
logos, or service marks appearing on websites linked to this portal.
- SEEC
reserves the right to block or disable any links from websites containing
inappropriate, offensive, obscene, illegal, or infringing content,
including violations of intellectual property or privacy rights.
- SEEC
is not responsible for unauthorized links and does not assume liability
for the content of any external sites accessed through or linking to this
portal.
Links from the SEEC Portal
Links to other websites or portals are provided solely for
convenience. SEEC is not responsible for the content, reliability, or accuracy
of those linked sites and does not endorse them. Use of such links is at your
own risk. SEEC aims to replace broken links but cannot guarantee their
continuous operation.
Virus Protection
We strive to inspect and test all portal content during
production. However, you should always run antivirus software on downloaded
materials from the internet. SEEC is not responsible for any loss, damage, or
corruption of your data, computer, or browsing device resulting from using this
portal or any content from it.
Disclaimer of Claims
The SEEC portal, including all services, information,
materials, and functionalities, is provided “as is” without any warranties or
promises of any kind. We do not guarantee or assume responsibility for any
interruptions, errors, or abuses arising from your use of this portal or any
linked sites, whether knowingly or unknowingly.
Any communications or information you send via the portal do
not grant you any ownership or confidentiality rights. Interactive use of the
portal does not confer any rights, licenses, or privileges to you. Waiver of
any rights by SEEC under these terms in one instance does not constitute a
permanent waiver in other instances.
Limitation of Liability
The electronic services provided by SEEC and information
about government departments and agencies are intended only to facilitate
manual procedures. You acknowledge that internet communications can be
intercepted or interfered with by third parties, and that this portal does not
replace official information from government entities. Administrative
procedures must be carried out directly with the relevant authorities.
Your use of the portal is at your own risk, and SEEC is not
liable for any loss or damage arising from your use or visit, reliance on
statements or opinions on the portal, delays, connectivity issues, hardware or
software failures, or actions of other users.
You agree that your sole remedy for damages from use of this
portal is to discontinue its use.
Indemnification
You agree not to take any legal action against SEEC or its
management and to indemnify and hold harmless SEEC and its employees, agents,
or affiliates responsible for managing, maintaining, or updating the portal
against any claims arising from your violation of these Terms of Use or
applicable laws, whether in Saudi Arabia or your place of residence.
Termination of Use
SEEC reserves the absolute right to terminate or restrict
your access to the portal without notice, for any reason, including violation
of terms or any conduct deemed illegal or harmful. Upon termination, you will
no longer be authorized to access the portal.
Intellectual Property Rights
The portal is technically supervised by the IT department. All materials, including graphics, software, and content, are protected by copyrights, trademarks, and other intellectual property rights.
No modifications to any portal content are allowed. All
graphics and images are protected by copyright and cannot be reproduced or
exploited without prior written permission from SEEC.
Jurisdiction
You agree to submit exclusively to the jurisdiction of the
courts in the Kingdom of Saudi Arabia for any claims or disputes arising from
your use of this portal. Arabic will be the official language used to resolve
any disputes.
General Terms and Conditions
- Arabic
is the primary language of the portal. Translations are provided as an
added service and should not be relied upon to interpret any disputes or
content.
- Regulations
and laws published on the portal, whether for SEEC or other authorities,
may be translated for clarity, but the Arabic text remains the official
reference.
- The
portal management sets standards and restrictions on the use of electronic
participation channels to ensure maximum benefit. Use of these channels
implies your acceptance of such standards.
- SEEC
reserves the right to delete or withhold any comments or posts it deems
inappropriate.
